This is one of a wide variety of similar tinplate toys produced by various manufacturers in the late 1950s and 1960s. They all take the form of small rockets with bird-like wings and a single pilot in the cockpit. I think this one was made in China; I have seen one with the same lithographed design described as 'MF813 Small Flying Boat', although it is probably based on the Rocket Racer made by Masudaya of Japan.
This one is in reasonable condition with some play wear, but the clear plastic cockpit cover is missing. The plastic driver looks like a cross between a clown and a chimpanzee, and is bizarrely wearing a bowler hat. There are three wheels, with a friction motor driving the front ones.
